I have seen companies create a site for a client and then not give them the source code to everything, thus preventing or at the least making it difficult for someone else to work on updating their site. My philosophy is that if you are paying me for creating your site, the source files (including the working image files) are yours. Some sites I maintain after I develop them, others I don't. Either way, I make it as easy as possible to update a site that I create.
